In Charlotte, many new commercial and redevelopment projects need a wastewater capacity approval from Charlotte Water before they can connect to the public sewer. Turning the Proposed Use Into a Defensible Wastewater Flow Estimate

A civil engineer turns what you plan to build into a wastewater flow number the utility can check. That number sits at the center of the whole request.

The estimate starts with how the site will be used. A restaurant, an office and a warehouse each send different amounts of wastewater. The engineer looks at the type of use, the count of units, seats, employees or fixtures, and the hours you’ll run. North Carolina sets standard design flow rates for this, so the per-unit numbers come from a state rule (15A NCAC 02T .0114) and not a guess.

Additions and redevelopment need extra care. If a building already sends flow to the sewer, the engineer counts that existing flow and works out only the new flow you’re adding on top. Mixed-use sites combine more than one rate. The engineer checks these assumptions before filing. A flow figure with no math behind it invites questions and delay.

Why the Nearest Sewer Main Does Not Automatically Confirm Capacity

A sewer line at your property does not prove the system can take your flow. Having a pipe nearby and having room in that pipe are two different things.

Charlotte Water runs the Capacity Assurance Program, or CAP, and has since 2009. It checks whether the public sewer can handle new development and redevelopment. The review follows the whole path your wastewater travels. It looks at your connection point, the local gravity sewer, the larger trunk sewer and the treatment plant at the end. If any part of that path is full, the answer can be no even with a main right out front.

CAP approval applies to most commercial work. Any new water service of 1-1/2 inch or larger, or the same amount of sewer flow, needs CAP approval before the final connection. New taps can’t be approved unless capacity is there. A civil engineer flags this early so a nearby main never gets mistaken for a green light.

Matching Parcel, Connection Point, and Project Data Before Filing

The application and the design drawings have to tell the same story. When they don’t, the review stalls while staff ask questions.

Before filing, a civil engineer lines up the details across every part of the request. The items that need to match include:

  • Site address and parcel number
  • Land use and the project description
  • Proposed sewer connection point and its size
  • The wastewater flow figure

The CAP request also needs a utility drawing that shows the proposed water and sewer connection points and their sizes. If the drawing shows one connection point and the form lists another, that gap slows the review. Same goes for a project description that reads one way on the application and another way on the plans. A quick pass for these conflicts saves a full review round.

Screening for Capacity-Limited Service Areas Around Charlotte

Some basins around Charlotte carry special sewer capacity rules. You want to know if your site sits in one before you file, not after.

A civil engineer first finds which wastewater basin serves the site. Most Charlotte projects drain to Charlotte Water’s own plants. Some do not. Charlotte Water keeps separate guidance for basins that drain to the Water and Sewer Authority of Cabarrus County, known as WSACC. Charlotte Water has a contract to send up to 7.4 million gallons a day to the WSACC system and serve some basins that gravity pipes can’t reach on their own.

These capacity-limited basins fall in parts of Charlotte, Davidson, Cornelius and Huntersville. Named basins have included Rocky River North, Clarke Creek, Reedy Creek, McKee Creek and a small part of Back Creek. Capacity in these areas has been tight at times, with review held back in 2021 and 2022 and added capacity since then. The status can shift. Not every Charlotte project falls in one of these basins, so the engineer checks the current situation with Charlotte Water instead of assuming.

Keeping the Capacity Request Consistent With Later Utility Submittals

The use, service size, connection point and flow you put in the capacity request should match what you submit later. When those numbers drift between steps, the approvals stop lining up.

Charlotte Water treats CAP approval as one step in the path for a new commercial service. Later utility submittals build on that approved request. If the project changes, say the use shifts or the service size grows, the flow can climb past what the capacity approval covered. That mismatch is far easier to fix now than after several submissions are in.

A pre-submittal meeting with Charlotte Water helps here. Staff go over the plans and confirm the required parts are in before the full review starts. It also helps to know the two review levels. A Preliminary CAP Review checks for capacity but does not hold any for you. A Flow Acceptance, or full CAP, reserves capacity for the project. Applying early gives you time to sort out any capacity problem and its fix before it reaches the schedule.
