A few feet of grading inside a buffer might look minor on a plan sheet. It rarely stays minor once it goes to review.

That review can take time. It can also come back with conditions that reshape other parts of the site.

The practical move is to flag any proposed buffer disturbance as early as possible, then build the rest of the site plan with that answer in hand. Waiting until late in design to ask the question almost guarantees a late-stage redraw.
